[gecode-users] Gecode Compilation Ubuntu 13.04 failed

It looks like a bit of Qt is installed but maybe not everything.  If configure doesn't find any Qt it doesn't compile the modules that depend on it.  You can either install all of the Qt development packages, or use ./configure --disable-qt to switch off Qt support in Gecode.
